The project will finance the construction of a regional sanitary landfill according to EU standards in Floritoaia Veche and the closure of two major dumpsites/landfills and smaller dumpsites. In addition, the project will finance the construction of two transfer stations (Niscani and Nisporeni) strategically allocated across the regions, including transport equipment. Investments also cover solid waste collection infrastructure for source separated recyclables, green waste and mixed (residual waste) including a digital monitoring system to improve collection efficiency. The project will increase waste collection service coverage rates across WMZ 5 and therefore minimise illegal dumping. In addition, the net of transfer stations and the regional sanitary landfill will make local dumpsites obsolete and provide environmentally safe disposal practices according to EU standards at regional level. The waste management system will move towards an integrated system following the waste hierarchy (as set out in the EU Waste Framework Directive (2008/98/EC)), as infrastructure for the source-separation of recyclables and green waste will be introduced, accompanied by a composting plant and a material recovery facility for post-sorting of source-separated recyclables.

The project will increase recycling rates, provides environmentally safe and sound disposal, and will significantly reduce greenhouse gas emissions. The project will generate significant GHG emissions savings of around 142,000 tons of CO2 equivalent per annum (as annual average value in the period 2026 to 2045). This will be mainly achieved through dumpsite closure, implementing a sanitary landfill according to EU standards, and increased source-separation of recyclables and green waste composting.
