The financial and operational management of the Company will be improved by a Corporate Development Support Programme (“CDSP”), to be financed by the Government of Sweden. The CDSP will provide substantial training for key staff of the Company thus enabling commercial skills transfer. Adoption of a Stakeholder Engagement Plan as part of the Environmental and Social Action Plan will allow the Company to improve its business conduct and external communications. The Project will enhance transfer of significant knowledge and skills from international financial, managerial, procurement and engineering expertise to relevant staff of the City and the Company.
A Public Service Contract will be signed between the City and the Company, establishing an arms’ length relationship between them as well as formalising the rights and responsibilities regarding full cost-recovery tariffs (within the limits of the existing tariff regulatory framework), service provision and capital improvements.
