Modern heating for Lutsk

Russian attacks have placed enormous pressure on Ukraine’s energy systems, with blackouts and damaged infrastructure disrupting heating across the country.

To strengthen resilience, Lutskteplo – the city’s district heating company – has completed a modernisation project supported by an E5P grant and EBRD loan. Finished in 2024, the work included:
• Hundreds of new individual heat substations, giving residents better efficiency and control.
• Upgraded boiler houses with modern pumps, burners, and electrical stabilisers.
• A digital monitoring system to optimise heat generation and distribution.

These improvements are already providing 130,000 Lutsk residents with more reliable, energy-efficient heat in their homes, schools, and hospitals – despite the continuing damage to infrastructure inflicted by Russia.
